It depends upon which soft you're using for resizing the image, I mean, if you use any soft that does not give any option about the quality to save the converted image, then the image could be distorted. Normally image conversion and resizing softs save 'jpeg' and 'gif' image in lower quality for reducing the file size. 'png' files are not as much quality dependent as 'jpeg' and 'gif'.
Softwares like Adobe Photoshop will give you options to save the resized image in 5 different qualities for 'jpeg' and many options to save as 'gif'. Quote:
