There is MASSIVE corruption Even in Autocracy Living Dead. Come back to "ALIVE" - you will see.

I would

- Educate the masses

which would gradually ..

- Reduce poverty by a large amount

- Induce religious education and see that they are being taught properly.

- Increase religious activity for all religions.

- Punish the corrupted organizations or personnel Severely.
