(30 percent for freedom fighters or their offspring, 10 percent for women, 10 percent under districts quotas and five percent for indigenous people) only 45 percent officers are selected on the basis of their merit
What do you think my dear Golpians? Does the quota system need reforms or the entire system should be abolished? Or do you want the system to remain as it was? |

anyway, as far as my understanding of this topic goes, i think that more people should be nominated on the basis of their merit because well, if someone doesn't have the capability to run the country, then why are they picked in the first place? just because they have the name and the fame? that is wrong -- 30% offspring of freedom fighters .
however, there should be a variety and an equal variety in my opinion. that 30% should be made 15%. women and indigenous people should be 15% as well. that makes 45% and so 55% would go for merit. however, i believe quota system should be abolished. my points: # our freedom fighters didn't fight in the liberation war to avail their sons of this quota facility and they would be proud to see their offspring qualifying in the exams by dint of their merit.
# the civil servants are the backbone of a nation...quota system will only provide substandard officers, nothing else. and if the civil servants of a country are substandard, their service will be the same, too. it's like a vicious circle.

Thirty-two successful candidates of the 23rd Bangladesh Civil Service (BCS) examinations were formally appointed under different cadres of the public service after seven long years, a handout said yesterday.
Establishment Ministry yesterday issued a circular asking them to join their respective ministries on May 22.
The appointment letter will be considered invalid if anyone fails to join that day, the handout added. The Public Service Commission (PSC) invited applications for the 23rd BCS examination only from the offspring of freedom fighters in 2001. But the then Awami League government could not complete all procedures before its tenure ended.
PSC sources said the BNP-Jamaat alliance government halted the procedures during its tenure even ignoring a High Court verdict due to apparent pressure from Jamaat-e-Islami.
The caretaker government initiated reforming the PSC for regaining public confidence in it. The reformed PSC headed by Dr Saadat Hussain finally announced the results on July 25, 2007 and sent some recommendations to the establishment ministry for appointing 70 successful candidates in different cadres. ki bujhlen? |

I mean I worked for campus news paper here and we were not suppose to post anything anywhere or quote any news or any story before the story goes to the press.
