According to the 1991 census, the total population of the CHT is 974,465. Of them 501,145 (i.e. 51%) are Jumma people and the rest 473,300 (i.e. 49%) are Bangladeshi people. It's notable that 70,000 Jumma refugees who were in Tripura state of India in 1986-1998 were not included in this census. There was sharp increase of the number of the Bangladeshis between since 1971 due the government's sponsored migration program, while the Jumma population remained standstill due to persecution and lack of security of their lives |

removal of all army units

The root causes of the conflict in the CHT r the presence of BDsettlers and population migration (both voluntary and sponsored) from the mainland BD. Their is no provision in the treaty to expell the Bangladeshi settlers from the CHT. Neither it imposes restriction on the migration of Bangladeshis to the CHT. One argument put by the right wing people and u Hav also mentioned is that any citizen of Bangladesh has the right to move and settle freely into any part of the country.
India, Pakistan and many other countries have the law of restriction of migration into the minority inhabited regions. For example people from the mainland India can't settle into the Muslim majority state of Kashmir, or Arunachal Pradesh, or Mizoram because of their distinct religious and cultural backgrounds. If India had used the same argument it could have flooded Kashmir with migrants from the mainland and alter the demographic profile into a Hindu majority state.
For any treaty to succeed there need to be good will and trust from the both sides. |
