There are 2 possible reasons combinedly responsible for the speed variation.
1. The handset you are using
2. The area in which you are accessing
For the first case, its pretty straight forward. Edge is supposed to be 3 times faster than GPRS since each symbol transferred in EDGE technology carries thrice the information carried in GPRS technology. So EDGE enabled set will provide you faster internet than a GPRS enabled set. Then again, there are classifications of EDGE. EDGE class6/class10 etc. the higher the better. In case of EDGE modem i dont know the difference between the models that may affect speed.
The second case is kinda tricky . They allocate a specific limit of bandwidth for each specific area and the person within the area who uses the service shares the bandwidth with others. Now, if from your area, only you use the net, then theoretically you use the total allocated bandwidth all by yourself and thus the speed is maximum. The more number of people use the net in your area, the less speed you are supposed to get.
