yes..there is a software for mobile to control TV..i've seen some ppl using it..

dying soul...a very popular one is probably "IR remote" , supposed to work on some specific models of TV, never tried myself though.

I was looking for GRE software for mobile........ found 3 in Getjar (wordy1,wordy2 arektar naam vule gesi )but doesnt work on my Nokia 6600.....says invalid version..... , hoping to get a sys file instead of jar
